Community Group Organizes To Pass Putnam School Bond

A group of community, business, labor and education leaders announced today it has formed the “Community Schools Coalition to Catch-up” for the purpose of passing a $56.7 million bond in Putnam County on August 29, 2009. The grassroots organization also displayed renderings of the projects and new schools that will be constructed if the bond is successful.
“With an increase of only $10 dollars per month for the average taxpayer, our community coalition believes this is a great opportunity for Putnam County,” said John Wilson, president of the local group. “Quality school facilities are imperative for attracting new industry to Putnam County. Our schools must have the infrastructure for technology to prepare children for the 21st century and we urge the citizens of our community to vote for the bond.”
According to the bond call, the following projects will be funded if voters approve the measure: Construction of a new high school at Buffalo; new middle schools at Poca and Winfield; new elementary school at Confidence, major renovations and additions to Poca Elementary; and new auxiliary gymnasiums at Buffalo, Hurricane, Winfield and Poca High Schools.
“Passing this bond will greatly reduce the number of portable classrooms being used in Putnam County,” explained Wilson. “Our group believes children deserve a better learning environment than school trailers and anything we can do to reduce their use will greatly improve learning.”
Upon approval, this will be the first time a bond has been used to update and build new schools in Putnam County since 1976. Wilson urged voters not to confuse this bond with a school levy. He stressed funds generated from the bond will be used for the one-time purpose to build and improve school buildings. “No monies can be used to operate schools or pay salaries,” said Wilson. If approved, construction will start immediately on all the proposed projects.
Additionally, Wilson touted the West Virginia School Building Authority’s commitment of allocating $21.7 million if the bond passes. “This will provide the county over $74 million in new and improved school facilities. It is a great return on taxpayers' investment!”

A press conference will be held at 1:00 pm, Tuesday, July 14, at Poca Middle School to officially announce the formation of the “Community Schools Coalition to Catch Up.” The coalition is a group of civic-minded Putnam County residents who support the passage of the local county schools bond referendum to be conducted on August 29th.
In addition to the committee formation, officials will also unveil the architect’s renderings of the proposed projects, the new referendum website, and the groups and organizations who are officially endorsing the referendum.
